现代城市景观的组织与管理

近年来，国内大规模的城市建设造成了部分城市景观破坏现象，这就需要在城市建设中运用整体性的规划手段，保护城市的特色。面对经济体制转轨、产业结构调整、城市急剧扩张和城市化进程日益加速等诸多变化，传统的城市规划面临许多矛盾和问题，因此必须借鉴发达国家的经验，从构建规划决策与实施相分离的规划管理体系、以公众参与为主要内容的社会监督体系等方面出发，进一步深化城市规划管理体制改革，以适应社会主义市场经济体制发展的要求。

In recent years,massive urban construction has caused damage to same traditional landscape in Chinese cities.To preserve the identifies of these cities,it is necessary to apply hosliistic analysis approach in urban planning and development.The economic system reform,industrial restructuring,city extension and rapid urbanization have challenged the existing planning approach, so it is requisite to further the planning administration system which separates the planning decision-making from implementation,a planning formulation system which is law-based and regulatory-planning-centered and a social supervision system which features public involvement.
