旅游景区控制性详细规划指标体系构建初探

近年来旅游景区开发建设与保护的矛盾日益激烈，亟需控规对其开发建设进行规范和引导。论文在述评当前旅游景区控规理论研究和实践经验的基础上，深入分析旅游景区控规特色，从资源、活动、环境、设施等四方面构建旅游景区控规系统，运用德尔菲法筛选出包含景物保护、用地使用、环境质量、建筑建造、设施配套等五大主题、十二个层次、30项控制指标的控制体系，并对主要指标的控制方法进行探讨，以期对旅游景区控规编制以及相关法规、技术规范的形成有所借鉴。

Study on the Index System of the Tourist Attraction Regulatory Planning

In recent years, the contradictions of the tourist attraction are an increasingly urgent between the development and the protection,it is a necessary that regulatory planning guides its development. On the basis of recent academic research and practical experience, the characteristics of tourist attraction regulatory planning were analyzed, and the systems were constructed form resources, behavior, environment and facilities. The indexes are divided into 5 main themes, 12 levels, and 30 control indicators through the Delphi method, including scene protection, land use, environmental quality, construction of building, and supporting facilities. The methods of indexes were researched. It is a reference for establishment on regulatory planning of tourist attraction and enacting on Regulations and technical specifications.
