对新时期煤炭工业发展战略的思考

在相当长的时期内煤炭仍是我国的主要能源。科学地制定煤炭工业发展战略,是实现全面建设小康社会目标的需要。作为基础性产业的煤炭工业,要以“走新型工业化道路”为今后发展的总纲,从国家经济安全出发,综合考虑资源、产业结构、生态环境和区域经济以及全球经济的影响,重点实施以下七大战略:煤炭资源保障战略,以“发展高新技术,改造、提升传统的煤炭产业”为目标的科技发展战略,结构优化升级战略,煤炭洁净生产及环境保护战略,信息化战略,煤炭产业与区域经济协同发展战略,国际化战略。要从体制、制度和政策上保证煤炭发展战略实施,包括:健全煤炭宏观调控体系,完善煤炭法律法规体系,构建煤矿社会保障体系,完善相关政策。

Ponder on Development Strategy of Coal Industry in New Era

In China, coal will continue to be the main energy source in a considerably long time. To make a scientific development strategy for coal industry is required by building a well off society in an all round way. To be as a fundamental industry, coal industry should take a "new industrialized road" as the general principal for its development in the future. With considerations of national economy safety, it should comprehensively consider resources, industrial structure, ecological environment, regional economy, and influence of global economy. And then it should chiefly implement the following seven strategies: coal resource guarantee strategy, scientific development strategy aimed at developing high tech, renovating and upgrading the traditional coal industry, structure optimization and upgrade strategy, coal clean production and environmental protection strategy, information strategy, integrated development strategy of coal industry and regional economy, and internationalization strategy. Mechanism, system, and policy measures should be adopted to ensure the implementation of coal industry development strategy, including having a sound coal macro control systems, perfecting law and regulation systems, building the social welfare system for coal mines, and perfecting the related policies.
