摘    要:随着配电网的建设和发展,以光伏为代表的分布式电源(distributed generation,DG)的渗透率逐渐提高,其在配电网的供电恢复中提供短时支撑成为可能。然而,分布式电源出力的随机性给供电恢复的可靠性带来了新的挑战,可能造成已恢复区域出现二次甩负荷现象。基于此,文中以光伏为例,利用时变性衡量随机性,提出了一种考虑分布式电源出力时变性的配电网短时供电恢复策略。由于智能软开关(soft open point,SOP)在配电网中具有控制灵活性,能够提高供电恢复的效果。首先,建立考虑SOP的配电网供电恢复模型;然后以该供电恢复模型为基础,介绍基于光伏出力预测的配电网供电恢复策略的原理,阐述供电恢复方案的决策流程;最后,以改进的IEEE-33节点模型为例,验证本文所提策略能降低光伏出力时变性对供电恢复可靠性的影响。结果表明所提策略能够提高故障后恢复方案的调用速度,对提高配电网供电恢复的可靠性具有积极意义。

Abstract:With development of the distribution network, the penetration rate of distributed generation (DG) represented by photovoltaics is gradually increasing. It becomes possible that DGs provide short-period support for power supply restoration in the distribution network. However, the randomness of distributed generation’s output brings new challenges to the reliability of power supply restoration, such as the possibility of secondary load shedding in the restored area. Based on this, the paper takes photovoltaics as an example and uses time variation to measure randomness, and proposes a short-period power supply restoration strategy for the distribution network that takes into account the time variation of DG output. Since the soft open point (SOP) has control flexibility in the distribution network, it can improve the effect of power supply restoration. Firstly, a power supply restoration model for the distribution network with SOP is established. Then, based on the power supply restoration model, introduce the principle of the power supply restoration strategy of the distribution network based on the forecast of photovoltaic output, and elaborate the decision-making process of the power supply restoration plan. Finally, the improved IEEE33 node model is taken as an example to verify the proposed restoration strategy, which can reduce the time-varying effect of the photovoltaic output on the reliability of the power supply restoration. The results show that the proposed strategy can improve the call speed of the recovery plan after a failure, and it has positive significance for improving the reliability of the power supply recovery of the distribution network.
