| 摘 要： | 本文通过对5·12汶川大地震灾后现场灾情以及灾后救助、抢险、规划重建工作等方面的调查，分析了目前的防灾现状水平，对城市防灾体系、救灾体系的建设，居民防灾意识的培养与训练，防灾、救灾策略及系统运作提出建议，供防灾减灾科学研究，政府机构制定相应政策法规，各职能部门的防灾、救灾运作参考。

| Abstract: | Based on the disaster analysis upon 5.12 Wenchuan Earthquake,several methods for disaster prevention for city and village in China are discussed.The disaster prevention is much better than salvation after disaster occurred.Some suggestions for programming the city disaster prevention system are also proposed in this paper. |
