| 摘 要： | 在提出城市公共安全应急管理信息系统建设基本原则的基础上，构建了城市公共安全应急管理信息系统模型。即由应急综合信息平台、基础信息管理系统、地理信息管理系统、应急决策信息系统、应急救援信息系统及4个数据库组成的模型。为了实现城市公共安全应急管理信息系统在技术与装备的实用性、可靠性、先进性、标准化和可扩展性，提出了以GIS和数据库管理系统为支撑的技术平台。
