| 摘 要： | 黄河流域是我国重要的农业区之一,流域及下游引黄灌区粮食总产量占全国的13.4%,对保障区域乃至国家粮食安全具有重要作用。从黄河流域灌区及粮食生产现状情况分析入手,探讨了流域粮食安全的基本要求及存在的主要问题。提出:在严格保护现有耕地、继续提高耕地复种指数、调整农业结构、改良品种等前提下,必须建立和形成确保高产稳产、旱涝保收灌溉面积的长效机制;同时,采取必要措施,加大节水力度和加快灌区改造,在粮食主产区和粮食后备基地建设一批以农业灌溉用水为主要目的的供水工程,并进一步深化农田水利管理体制改革,为实现流域粮食安全提供水资源保障。

| Abstract: | The Yellow River Basin is one of the important agricultural regions in China.The grain outputs of this basin and its downstream irrigated areas account for 13.4% of the nations total grain outputs,which has an important role to guarantee the food security of regions and even the nation.According to analysis of the present situation of the irrigated area and grain production in the Yellow River Basin,this paper discussed the basic requirements and the existing main problems of food security in this basin.Bas... |
