This paper, by analysing the statisitical characteristics and transmission requirement of speech signals, proves the practicability and potentials in the development of speech packet switching techniques. The hardware structure of a integrated voice and data packet switching system is introduced and appropriate speech communication protocols, techniques of voice and data integration and speech signals processing are discussed the paper also gives analysis of the suggested packet switching system and lists several practical examples.
