政府失灵理论研究

政府失败问题的研究及其理论成就,改变了现代西方社会科学研究政府与市场关系上忽视政府失灵的局面.政府失败可以归纳为公共政策失效、官僚机构提供公共物品的低效和浪费、内部性与政府扩张、寻租及腐败等.纠正和防范政府失败的主要手段是改革公共决策体制及政治制度、引进竞争机制,用市场力量改进政府效率.分析政府失灵问题,并不是要否定政府在市场经济中的必要作用,而是指出政府行为的局限性,确定好政府的干预的范围、内容、方式及力度,避免干预不当或干预过度所产生的政府失灵现象,使政府更好地履行其社会经济职能.

Administration Failure of Government

Government failures can be attributed to inefficiency of public policies, low efficiency and extravagance of bureaucratic organizations while providing common goods, the internal acts, expansion, dirty deals and corruption of government and so on. The major measures to correct and prevent government failures are to reform public decision-making structure and political system, introduce competitive mechanism and improve government efficiency with market force. Analyzing government failures is not to deny government's essential role in market economy, but to point out the limitations of government conducts, define the scope, contents, methods and the strength of government's interference and avoid improper interference or over-interference which leads to the phenomena of government failures so as to help government perform the function of governing social economy perfectly.
