浅议大型火电机组安装实行STOCC管理

如何协调大型火力发电机组的安装和调试关系，保证机组调试和试运的进度，一直以来是相当棘手的问题。为此，引进一种新的管理办法－系统安装完成移交调度匠管理过程（以下简称ＳＴＯＣＣ），以便更有效地对整个安装和调试过程进行进度管理。并且为了推广应用，介绍了沙角Ｃ电厂工程实行ＳＴＯＣＣ管理的经验以及国产机组工程安装引进ＳＴＯＣＣ管理的具体做法及产生的效果。

STOCC management of erection of large thermal power units

It has been a knotty problem to coordinate the erection and commissioning of large thermal power units and to guarantee the progress of commissioning and trial operation. Therefore a new management method, the System Turn Over Commissioning Certificate (STOCC), is introduced to control more effectively the schedule of the whole erection and commissioning process. The experience in applying STOCC management to Shajiao C Power Station project along with the practice and results of the same on erection of China made units are described.
