| 摘 要： | 本文从分析长期以来政府投资项目造成"三超"(超标准、超规模、超投资)的原因入手,引出了我国政府投资项目管理模式的一项新举措——代建制,对实施代建制提出思路,并指出推行代建制存在的问题与对策。

| Abstract: | By analysis of the causes of long term disadvantages of overstandard,oversacle and overfund in projects invested by governments,this paper introduced a new method for management of project invested by government named as Commission system.It also point out some problems and corresponding countermeasure in running of Commission system. |
