液态烃球罐区设备安全现状与应对措施

摘    要:通过对中石化下属10家分公司的639台液态烃球罐区进行的专项安全评估检查,了解目前液态烃球罐区的安全现状,结合规范从设计上找出原设计存在的不足,并从管理上检查企业管理制度的完善程度以及存在的漏洞和隐患,对各企业提出了整改建议或防范措施,以提高液态烃球罐区的安全程度,维护安全生产。液态烃球罐区设备方面的评估内容为对原设计资料的审查及设备现状的检查。原设计资料的审查内容包括球罐设计条件、主体材料、关键尺寸及设计寿命等;设备现状检查为设备台账、检验报告、运行状况、设备防火防腐、支柱及平台的设置情况、脱水罐等配套设施的设置情况等。针对液态烃球罐区设备方面检查出的问题及应该采取的措施进行综合介绍,并总结归纳了液态烃球罐设计的一些建议。

Abstract:The safety conditions of liquid hydrocarbon spherical tanks have been learned through the safety examination and evaluation of 639 liquid hydrocarbon spherical tanks in 10 subordinate companies of SINOPEC.The improper design has been found out against the applicable codes and standard.The management systems of the enterprises have been examined for completeness,loopholes and potential safety hazards.Improvement recommendations and prevention measures are suggested for each enterprise to improve the safety of liquid hydrocarbon spherical tank farm to maintain a safe operation.In the review of original design documents of equipment,the design conditions,main material selection,critical equipment dimensions and designed service life of equipment are reviewed.In review of equipment conditions,the equipment records,inspection reports,operation conditions,fire and corrosion protection,installation of columns and platforms,provision of dehydration tank,etc are examined.The problems are found out in the review and examination of liquid hydrocarbon spherical tanks and corresponding countermeasures are introduced.The recommendations in the design of liquid hydrocarbon spherical tanks are presented.
