| 摘 要： | 仔细分析了信监测设备的结构特点和稳定运行的可靠性要求。在此基础上，系统的研究给出并实现了系统可靠性设计方案。理论分析和系统运行测试结果表明：设计分析了正确可靠。

| Abstract: | This paper analyses in detail the organization features of standard communication observation devices and the requirements of steady operation. After that, the system reliability design-layout is studied and given with a living example. Finialy, the validity of analusis and design is verified by theoretical analysis and results of the system test. |
