试论水库移民工作的专业性质──回顾长江水利委员会水库移民工程专业的成长过程

水库移民工程专业和其他的专业一样是由生产和科学技术发展的需要应运而生，又在社会生产实践中按其本身的客观规律而发展，并渐趋成熟。长江水利委员会水库移民专业的发展历程说明水库移民工作的专业性质是具有自然科学和社会科学双重属性的多学科综合性专业。水库移民工作是以社会、经济、生态环境三大效益为目标，几乎涉及所有的国民经济部门且政策性很强，体现了这个专业工作的复杂性。必须十分强调水库移民工程专业的综合性，不可能企图用单一的学科理论、单一的方法去解决水库移民安置问题。水库移民工作从库区调查、制定规划到组织实施都涉及众多学科、专业技术的应用；因此，水库移民工程专业又是一门实用性很强的应用科学。

On professional nature of reservoir resettlement work

As other ones,the reservoir resettlement .Profession occurs because of the needof development.of production and science and technology,and develops and gradually ripes inthe social production practice accord.ing to its own inherent laws. In light of the course of development of reservoir resettlement profession in Changjiang Water Resources Commission,it is of comprehensive multi-subject one with inherencies of both natural and social sciences. Taking social,economic and environmental (ecologic) benefits as its target,the reservoir resettlement work involves almost all sectors of national economy,and is very rigid inpolicy,which indicates its complexity. It is emphasized that the reservoir resttlement problems can not be solved by applying the monosubject theory and single method.The reservoirresettlement work,including the reservoir area survey,plan working out and implementionorganizing,involves the application of knowledge and technique of many subjects and profes-'sions.
