水利水电工程建设项目的风险管理

论述了水电工程建设项目风险管理的内涵、方法和实现手段。通过对国内外数百座大型水利水电工程风险特性的识别,描述了风险管理规划的基本内容和编制基础,提出了风险管理规划要围绕工程建设中的主要风险研究对策;认识到设计不周是工程建设的最大的风险;指出了风险管理必须落实到承包合同,工程保险可以增加承包商承担风险的能力,以及评标时就要进行全面的风险分析;给出了大型工程建设应设置专门风险管理部门的建议。

Risk management for construction of hydraulic and hydroelectric projects

This paper discusses the meaning, methods and techniques of risk management for construction of hydraulic and hydroelectric projects. On the basis of identifying risk characteristics of several hundred large hydraulic and hydroelectric projects at home and abroad, this paper describes the basic content and foundation of risk management planning, and brings forward that the risk management planning should study countermeasures against the main risks in the construction of projects. Improper design is the biggest risk in project construction. The risk management must be fulfilled in the contract. The project insurance is able to enhance contractor's ability of bearing risk. It is necessary to carry out comprehensive risk analysis in the phase of bid evaluation. Finally the paper presents a suggestion that a special department for risk management should be set up in the construction of a large project.
