摘    要:在充分理解“以人为本”的本质及内涵基础上,对人事管理进行多维分析。建立学习型组织,增强服务意识,提高服务水平,实施有效激励,进行民主管理和加大对人才使用培养的力度,是“以人为本”在高校人事管理中的应用。

Abstract:"Human First" is one of the essential requirements for university personnel management as well as one of the fundamental principles and concepts in modern management.This paper,on the basis of the essentials and connotation of "Human First",makes a multi-dimensional analysis of personnel management and gives a list of methods of applying "Human First" into university personnel management,such as forming learning groups,enhancing the sense of service and improving service techniques,encouraging effectively,managing democratically and focusing on the employment and(development) of talents.
