| 摘 要： | 近年来自然灾害对村镇造成的人员和经济损失惨重，村镇防灾减灾问题亟待解决。文章对比城市灾害论述了村镇灾害特点；从法规体系、建房主体及政府监管3个方面剖析目前我国村镇建筑防灾减灾现状及存在的问题。针对村镇灾害特点及现状，提出了改善我国村镇建筑防灾减灾能力的对策和建议。

| Abstract: | Recently，the natural disasters caused huge losses in rural areas for people’s life and property. It is urgent to solve the problems of Disaster Prevention and Mitigation (DPM). Based on the comparisons of rural and urban area，this paper summarized the characteristics of disaster in rural area. The current situation and existing problems for DPM were analyzed from three aspects: legal system，house owners，and government regulation. Suggestions and strategies for improving the capability of DPM in rural area were proposed. |
