Management Mode and Applicable Law of the Kaohsiung Mass Rapid Transit Project

A series of problems occurred in the planning and execution process of the Kaohsiung Mass Rapid Transit Project，which adopts Public Private Partnership (PPP) management mode. First，the decision making process of its management mode and applicable law were clarified. Secondly，its organization mode and contract structure were analyzed. Thirdly，the applicable law was demonstrated and the reasons for the disputable items were investigated. Finally，the improvement measures for project management mode，contract structure，and supervision mechanism were proposed for the infrastructure projects which are partially self-reimbursable and involve the investments from the government and companies.
