| 摘 要： | 新城区开发是当前我国城市化的主要手段。对其规划的战略环境评价（SEA）需考虑的评价因素纷繁复杂，需要建立一系列的指标。文章集成SEA的研究成果，在构建评价指标体系基础上开发灰色—模糊层次分析法。通过对案例新城区开发规划战略进行评价和分析该方法的实际操作过程。结论表明，新城区开发要采取“社会—经济—环境”协调型发展战略规划。

| Abstract: | The development of new urban districts is currently a main measure to improve China’s urbanization. Strategic Environmental Assessment（SEA）for the urban planning involves many factors. A set of indicators is needed to establish for the plan analysis and evaluation. Based on the previous research，this paper developed a grey-fuzzy analytic hierarchy process for constructing the evaluation index system. A case study was conducted to show that the development of new urban districts should adopt the development planning strategy of society-economy-environment harmonization. |
