河溪水库工程经济评价分析

简介河溪水库工程概况,对该工程项目进行了财务评价和国民经济评价。评价结果表明,项目全部投资融资前财务内部收益率为4.34%,大于行业基准收益率4%;固定资产利润率为2.6%,盈利能力较弱。国民经济内部收益率为8.87%,大于社会折现率8%,经济净现值2 851万元,大于零,经济效益费用比1.08,大于1,项目经济评价指标较好,满足国民经济内部收益率的要求。敏感性分析表明,项目经济抗风险能力较弱。河溪水库工程建成后能解决灌区2.2万人、0.2万头大牲畜、0.4万头小牲畜的饮水问题,保证清镇市循环经济生态工业园区每年1 056×104m3的供水。工程实施后将极大地改善项目区农民的基本生活条件及农业基础设施,加快受益区农民脱贫致富的步伐,为全面建设小康社会,解决当地＂三农＂问题作出贡献。

Economic Evaluation for Hexi Reservoir Project

The financial evaluation results show that the project has certain profitability with the financial internal return rate before project total investment financing is 4. 43%,which is greater than the industry benchmark return rate of 4%,and the fixed assets profit rate is2. 6%,the profit ability is weak. The national economy evaluation results show that the project has good economic evaluation index with the national economic internal return rate is 8. 87%,which is higher than the social discount rate of 8%,the economic net present value is 28510000 Yuan,which is greater than zero,and the economic benefit cost ratio is 1. 08,which is near the ratio of 1. After completion build of He Xi reservoir project can save the drinking water problem for the irrigation area of 22000 people,2000 head of livestock,and 4000 small cattle,and it can guarantee 10560000 m3water for circular economy industrial park ecological water using of Qing Zhen city every year. And after the implementation of the project will greatly improve the farmers basic living conditions and agricultural infrastructure in the project area,also can accelerate the pace of farmers to take off deficient to become rich,which can do some contribute to the local for building a well- off society in an all- round way and solving the ＂three agricultural＂problems.
