| 摘 要： | 介绍某一纸业基地的循环经济发展模式。该纸业基地通过“七个集中”构建了因区的循环经济产业链，具体包括集中供热、集中供电、集中供冷、集中供水、集中治污、集中固废利用、集中物流。该纸业基地通过科学规划，将造纸和发电两大行业实现横向资源整合，提高能源利用率，减少污染物排放。
