沿海城市防台风长效机制研究

近年来，海啸、风暴潮等海洋灾害已经严重威胁到沿海地区的人居环境和经济建设。全球温室效应加剧，城市开发建设过度和防洪工程标准偏低是海洋灾害气候加剧的主要原因。建立沿海城市防台风长效机制，需要我们总结经验并借鉴国外防洪的先进经验，采取工程措施和非工程措施以保证经济社会的可持续发展。

Studies on long-term mechanism of typhoon defense in coastal cities

Recently years, marine disaster such as tsunami (sea-quake) and storm wave etc. has severely affected the living environment in coastal areas and their economic development. The main reasons of worsening marine climate are the increase of global greenhouse effect, over-exploitation in urban development and low standard of flood control projects. Long-term mechanism of typhoon defense in coastal areas should be built in the ways of summarizing advanced experiences of other countries in flood control and structure and non-structural measures, so as to ensure a sustainable development of our economy and society.
