| 摘 要： | 有序用电是我国应对电力短缺的有效措施，但同时存在计划指令下电力资源配置效率不高的问题。对当前我国有序用电工作进行深入分析，并借鉴国外配额制和配额交易制，在研究用电权交易的基本概念、合理性、优势及市场属性的基础上，提出了适合我国有序用电的用电权交易方案，通过利用用户侧的市场调节，优化电力资源配置从而提高整体社会效益。

| Abstract: | Orderly power utilization is one of the effective measures to deal with power shortage in China, but at the same time it brings the problem of low efficiency of electricity resource allocation. Through the in-depth analysis nn the current orderly pow- er utilization of China and drawing lessons from rationing and ra- tioning trading of other countries, the basic conception, rationality, advantage and market attributes of power consumption right trading is studied. Pnwer consumption right trading scheme suitable of Chi- na＇ s orderly power utilization is proposed, thereby the electricity resource allocation is optimized and the overall social benefit is improved through the use of demand-side market regulation. |
