| 摘 要： | 上海市以科学发展观为指导，贯彻落实《城乡规划法》和《上海市城市总体规划（1999-2020年）》的有关要求，以改进和完善控制性详细规划编制和管理为核心，健全管理制度，改进管理办法，努力提高控制性详细规划对城市发展建设的综合调控能力，保障城市土地利用和项目建设在规划的引导下科学有序进行。
