湖北省城镇化现状及对策分析

城镇化是中国实现经济社会转变的必经之路。改革开放后,特别是2000年以来,湖北省经济社会的快速发展极大地促进了城镇化水平的提高,城镇化进程进入加速发展阶段。但因政策和制度缺陷以及资源和环境的约束等原因,也存在城镇化落后于工业化、城镇发展不平衡以及县域经济实力难以发挥城乡载体等问题。为此,可在合理安排城镇化的空间布局的基础上,完善有利于城镇化加速发展的政策环境,将县城发展成为承载全省城镇化人口聚集的基本单元,以此推进湖北城镇化的进程。

Analysis of the Current Situation and Countermeasures of Urbanization in Hubei Province

After the reform and opening up,the level of Hubei province′s urbanization entered a phase of accelerated development.However,urbanization has been affected because of policy and system defect and the restriction of resources and environment.Hence the problems of urbanization laging behind industrialization,imbalanced town development and inability of the regional economy to play its role as the urban and rural carrier.Therefore,in order to promote the process of urbanization in Hubei,it is suggested that reasonable patial distribution of towns be arranged and policies of accelerating urbanization be perfected and county be regarded as the basic unit for the development of urbanization.
