建立水利水电工程移民信息化标准体系的探讨

水利水电工程移民信息化是信息社会背景下现代工程管理发展的重要趋势之一。科学统一、涵盖全面的移民信息化标准体系,能更好地推动我国水利水电行业移民信息化发展,实现移民信息的交流共享,服务和指导建设征地移民安置实施工作,促进和谐移民。基于国内外研究现状及对移民信息化相关概念分析,研究从应用群、功能和关键点3个方面出发,初步构建了包括系统建设、数据存储交换共享、业务信息化、安全和运维的移民信息化标准体系和框架,并提出"分阶段、分轻重"进行标准建设的规划,为推动我国水利水电工程移民信息化标准体系建设相关研究提供参考。

Discussion on Establishing Standard System of Water Conservancy and Hydropower Project Resettlement Informatization

The informatization of resettlement of water conservancy and hydropower projects is one of the important trends in the development of modern engineering management under the background of information society.A scientific unified and comprehensive standardization system for resettlement can better promote the development of resettlement informatization in China s water conservancy and hydropower industry,realize the exchange and sharing of resettlement information,serve and guide the implementation of land acquisition and resettlement,and promote harmonious resettlement.Based on current research status at home and abroad and related concepts of resettlement informatization,the system and framework of resettlement informatization including system construction,data storage exchange and sharing,business informatization,security and operation and maintenance is constructed from three aspects of application group,function and key points,and the plan of constructing standard by staged and prioritized is also put forward,which will provide references for promoting the research on the construction of informatization standard system for the resettlement of water conservancy and hydropower projects in China.
