江阴市国家级县域节水型社会达标建设的实践与思考

为不断巩固和完善符合江阴特色的节水型社会制度框架体系,江阴市建立了以总量控制与定额管理为核心的水资源管理体系、与水资源承载力相适应的经济结构体系、水资源高效利用的工程技术体系、公众自觉节水的社会行为规范体系。2018年12月,江阴市顺利通过江苏省水利厅组织的国家级县域节水型社会达标建设验收。本文梳理了江阴市节水型社会达标建设主要措施、示范工程创建情况,总结了取得的成效与特色经验,并对存在问题及解决措施进行了分析。以期为其他地区的节水型社会建设提供借鉴。

Practice and thinking on the construction of water-saving society in county in Jiangyin

In order to continuously consolidate and perfect the water-saving society system framework system that conforms to Jiangyin’s characteristics,Jiangyin has established a water resources management system with total amount and quota management as the core,an economic structure system that adapts to the carrying capacity of water resources,an engineering technology system for efficient utilization of water resources,and a social behavior standard system that the public consciously saves water.In December 2018,Jiangyin successfully passed the national county-level water-saving society construction acceptance organized by Jiangsu Water Resources Department.This paper sorts out the main measures for the construction of water-saving society in Jiangyin and the establishment of demonstration projects,summarizes the achievements and characteristic experiences,and analyzes the existing problems and the next work priorities.It can provide reference for the construction of water-saving society in other regions.
