浅谈南京市农村污水治理

本文根据南京市农村污水治理现状和调查评估结果,分析了农村污水治理系统复杂性的特点,论述了缺少合理顶层设计和充分准备条件下,依靠国家投资和地方政府推动执行的治理模式所产生的问题。并针对存在的问题,提出了结合地理地貌特征、经济区位和人文特点,兼顾个性与共性,公共资源整合的措施。表明通过构建法律监督、行政管理、经济运作、技术支撑、运维管理的保障体系,可实现农村污水有效治理和长效运维。

Discussion on rural sewage treatment in Nanjing

According to the present situation of rural sewage treatment in Nanjing and the results of investigation and evaluation,this paper analyzes the characteristics of the complexity of rural sewage treatment system,and discusses the problems arising from the treatment mode that relies on the national investment and local government to promote the implementation under the condition of lack of reasonable top-level design and sufficient preparation.In view of the existing problems,this paper puts forward the measures of combining the geographical and geomorphic features,economic location and humanistic features,giving consideration to individuality and generality,and integrating public resources.Through the construction of legal supervision,administrative management,economic operation,technical support,operation and maintenance management of the security system,to achieve effective treatment of rural sewage and long-term operation and maintenance.
