智慧水利公共服务研究

从政府网站、行政审批、信息公开、信用体系、水情教育、融媒体建设等方面分析水利公共服务面临的现状和问题,认为智慧水利公共服务要全面提升公共服务的多样普适性、长期有效性、专业权威性、方便快捷性,在此基础上完善互联网+水利政务服务公共服务门户,建设智能联动的水利信用信息评价体系,全面完成水利部政务服务"一网通办";打造水利一张图公众版、水利监督举报热线服务平台等品牌服务;提升水体验服务,提供预警预报公共服务,动态水指数服务、建设国家级水体验中心、普及中小学水情教育;强化宣传服务能力,建设水利融媒体智慧平台。

This paper analyses the present situation and gap of water resources public service from the aspects of government website, administrative examination and approval, information publicity, credit system, water condition education and financial media construction, and puts forward that the main goal of intelligent water resources public service is to comprehensively improve the diversity, universality, long-term effectiveness, professional authority, convenience and rapidity of public service. The main task of public service is to strengthen water resources government service. We should improve the Internet + water conservancy government service public service portal, build an intelligent linkage water conservancy credit information evaluation system, and complete the Ministry of water resources administration service. Create public service brand of water resources, promote public version of a map of water resources, water resources easy to search, water resources supervision and reporting hotline service platform and other brand service products. Promoting water experience services, providing public services for early warning and forecasting, providing dynamic water index services, building a national water experience center, and popularizing water regime education in primary and secondary schools. Strengthen the ability of publicity and service, and build a platform of wisdom for water resources and media convergence.
