高速公路改扩建期交通安全预警评价系统研究

摘    要:高速公路改扩建大多采用"边施工、边通行"的作业方式,行车与施工作业相互干扰,与新建或正常运营阶段相比,改扩建期的交通安全管理难度更大,发生交通安全事故的可能性增加。为了综合评价高速公路改扩建期交通安全的发展变化趋势,指导预警,防患于未然或避免事故发展到严重程度,综合考虑人、车、路、交通环境、交通管理5个方面的因素,选取改扩建施工挤占车道情况等19个指标,借鉴层次分析法的思想,建立了高速公路改扩建期交通安全预警多层次模糊综合评价系统,根据"二元对比法"确定指标权重与隶属度,给出了预警评价系统的求解方法与输出形式,结合湖北省武黄高速公路护栏改建工程实例介绍了系统的应用情况。

Abstract:The common reconstruction method in expressway reconstruction of"half construction, half access" easily causes interference between traffic and construction work, compared with the new construction or normal operation stage, traffic safety management is more difficult during reconstruction, the occurrence eventuality of traffic accidents is increasing. To make comprehensive evaluation of traffic security development trend of expressway reconstruction, instruct early warning, and avoid the accident turning into severe, five aspects are taken into consideration of people, vehicles, road, traffic environment and traffic management, 19 indexes are selected, like lane occupancy degree during reconstruction, etc. Expressway reconstruction of traffic security early warning of multi-level fuzzy comprehensive evaluation system are established, referring to the ideas of Analytic Hierarchy Process ( AHP) , and the solution method of evaluation system of early warning, as well as the output form are introduced, according to index weight and the membership degree given by method of duality contrast. Besides, the application of this evaluation system in practice project of Hubei Wuhuang expressway reconstruction is presented.
