Persist in New Conception of Flood Control and Drought Relief, Implement Flood Water Utilization

The theory of "two transfer" plays a directive role in the flood control and drought relief in Fujian Province, It is found that, in the transfer from flood control to flood management, engineering system is the foundation, the key is to standardize management, the trend is to make use of flood resources and the engine is technical modernization. In transferring from single drought relief approach to comprehensive, the Fujian Province introduces a concept for drought relief work, i.e. stimulating the whole society for drought relief, taking people-oriented approach and maximizing benefit.
