| 摘 要： | 首先介绍了北京市政府投资项目实施"代建制"建设管理模式改革的总体情况,接着从五个方面分析了实施"代建制"模式实践中存在的主要问题,在此基础上,从相关法规建设、政府与社会监管体系、代建单位选择的评价指标体系、代建单位的绩效评价制度等六个方面提出了建立与完善北京市政府投资项目"代建制"建设管理模式改革的具体对策.
