实施流域综合管理 维护中国河流健康

中国的水资源不仅少，且分布不均，因而引发诸多的水问题，如洪涝灾害、水土流失、水污染、水生态的严重破坏，水资源的过度开发等。要解决这些问题，根本在于理顺水管理的体制，对流域的水问题实施综合管理。论述了实施流域综合管理的必要性，提出了解决中国水问题的主要思路，以及当前中国实施流域综合管理的战略思考。
