矿产资源资产管理体制改革的对策建议

矿产资源资产管理体制是生态文明制度体系的一项重要内容，随着市场经济发展和资源资产管理体制的逐步完善，在促进矿产资源节约集约利用、维护所有者权益和保护生态环境等方面发挥了积极有效的作用。但由于矿产资源资产管理体制是在改革开放后，由传统经济体制改革发展而来，经历了艰难的理论和实践的探索过程，客观上存在体制不完善或缺失、监管力度不够、市场配置资源的机制不充分、所有者权益不落实等问题，出路在于制度创新，迫切需要完善矿产资源资产管理制度，深化资源资产管理体制改革，强化资源监管和生态管控。

The management system of mineral resources asset is an important content of ecological civilization system. With the development of market economy and the gradual improvement of resources asset management system, it plays an important role in promoting the intensive use of mineral resources assets, maintaining owner's rights and protecting ecological environment. Due to the mineral resources asset management system was developed from the traditional economic system after the reform and opening up, which experienced a difficult exploration process of theory and practice. Objectively, there are many problems, including:the system bears some imperfections or deficiencies; supervision force is not enough; the market allocation of resources is not sufficient; the rights and interests are not implemented.
