贵州主网及其地区电网孤网运行的安全稳定控制

摘    要:首先分析了汽轮机超速保护控制(over-speed protection control,OPC)的动作逻辑及其对系统安全稳定的影响机理,从保证汽轮机设备安全和电力系统稳定运行的角度提出了OPC逻辑调整的建议;然后针对贵州主网及其地区电网孤网运行可能出现的高频问题,提出了发电机高频切机与汽轮机OPC协调配合的保护方案,给出了防止地区及大型送端电网解列后高频运行的3层次安全稳定控制措施。文章提出的思路和方法可为我国电网安全稳定措施的配置提供借鉴。

Abstract:In this paper,firstly the action logic of over-speed protection control(OPC) of steam turbine and the mechanism of how action logic of OPC influences power system security and stability are analyzed and from the viewpoint of ensuring the security of steam turbine and power system stability,the suggestions on adjusting the action logic of OPC are proposed. Then,according to the possible over-frequency during the isolated operation of Guizhou main power grid and its regional power networks,a protection scheme to coordinates the unit cutting-off caused by over-frequency with OPC of steam turbine is put forward,as well as a three layer security and stability control measure to prevent the over-frequency operation of the post-separated regional networks and large-scale power network at sending terminal is given. The thinking and approach presented in this paper offer beneficial reference for the configuration of power grid security and stability measures in China.
