流域水电开发规划环境影响评价指标体系的初步探讨

摘    要:以实施可持续发展战略为前提,充分考虑流域水电开发规划实施后可能造成的制约性、区域性和累积性的不良环境影响,借鉴国内一些相关研究成果,提出了4个系统层、14个子系统层和43个要素层的流域规划环境影响评价指标体系,并对评价标准进行了探讨。该指标体系应用于沅水流域水电开发环境影响评价的研究中,得到了较好的验证,为流域水电开发规划环评作了一个较好的探索。

Abstract:In this paper,by making use of the relevant Chinese study results,an environmental impacts evaluation system for river valley hydropower planning is established.The system is composed of 4 system levels,14 subsystem levels and 43 element levels.The evaluation system is enquired into.The index system has been successfully verified through use of it in environmental impacts evaluation study for Yuan River Valley Hydropower exploitation.
