Design on Cost Sharing System for Renewable Power

The paper introduces policy framework of promoting renewable power development in China, especially puts a focus on current policy of collecting Renewable Power Plus and cost sharing system. It summarizes experience and lessons of implementing current cost sharing system. And also the paper proposes that it is efficient way to set up special fund to realize the cost sharing, to solve the existing tax and finance problems, and improving the efficiency of capital utilization and works. A new system of cost sharing in China is designed in the article, while taking references of international experience and considering real conditions of China.
