| Abstract: | The quality of enterprise staff is the key factor of enterprise's comprihensive quality. Effctive leadership is the concentrated expression of the quality of leading caders at all levels, and initiative is the concentrated expression of quality of staff. This is a system engineering of human resouces management to analyse the quality of all kinds of people of enterprise into measurable index. |
