| 摘 要： | 我国的能源和资源的生产和消费大国，实施节能与资源综合利用可以减少一次能源的消耗和环境的污染。通过对国内外形势的全面分析，强调了节能和资源综合利用的重要性和迫切性，并从体制、政策、能源结构及技术等方面提出建议和具体措施，以提高能源和资源的有效利用，达到社会的可持续发展。

This article stresses the impendence of conversation and analyzes the energy's domestic and overseas position, then offers some suggestions about management, policy, energy constitution and technology to improve the level of conversation. |
