国际资费结算体系之研究

传统的国际资费结算体系沿用至今，已有四十多年之久。伴随着电信市场的开放竞争以及新的运营者和新的运营模式的不断涌现，传统资费结算体系显示出越来越多的缺陷，并面临来自多方的挑战，因此，传统结算体系将经历一系列变革，但并不意味着其结构本身的彻底改变。美国的ＦＣＣ，ＩＴＵ等先后提出标准或建议，电信运营者在国际资费结算体系的变迁中应采取慎重态度。

Study of the System of International Payment Settlement

The system of the settlement of international payment has stayed there for more than 40 years. Under the now conditions of market liberalization and competition as well as the surging new entrants and operating mechanism, it is facing a wide range of challenges. The conventional account settling paradigm will undergo a series of evolutionary rather than revolutionary headway. ITU, FCC and other standardization bodies have proposed successively relevant standards or recommendations. The teleocm carriers should adopt a prudent attitude in the course of the reform of the international payment settlement system.
