| Abstract: | Welfare allowance due to planned economy has serious diverse influences on the State-owned companies, such as the controlling of the cost, the mastering of the funds and the structure of the employers. The State-owned companies should confront with these problems, and at the same time they must try their best to take measures to solve these problems if they have existed and make the same problems no longer happen again. |
