| 摘 要： | 本文分析了政府经济行为客观存在的实现滞后与效力递减的问题,说明政府经济行为的内容及其实现方式不是无限度的,因而必须对政府经济行为进行“成本－收益”的测度,认为政府在介入经济生活的同时,必须不断进行自我限制和自我约束。

| Abstract: | This article discusses the problems of the realizing lags and the decreasing effect on the economical behavior of the government. So it is necessary to measure the economical behavior of the government by "Cost Benefit Analysis".It shows that the contents of the econormical behavior of the government are limited,and the government should restrain oneself. |
