俄罗斯高校内部管理体制变革述论

俄罗斯在高等教育发展过程中十分重视改进和完善高校内部的管理体制。俄罗斯的高校内部管理体制先后经历了苏联时期的校长一长制负责、解体前夕的校务委员会下的校长负责制以及变革后俄罗斯的校长和学术委员会负责制三个不同的历史发展阶段。本文就不同阶段的高校内部管理体制加以梳理,分析了三个阶段高校内部管理体制的具体构成,总结出各自的不同特点,为我国高等教育以及高校的内部管理提供经验和借鉴。

Commentary on the Historical Changes of Russian Colleges Internal Management System

Russia attaches great importance to improving and perfecting the college internal management system in the development of Higher Education.Russian Colleges Internal Management System has gone through three different developing phases,including the overall responsibility for the chancellor in the Soviet Union,the principal responsibility under the conduct of School Affairs Council before the disintegration of the Soviet Union,and the joint responsibility of the principal and the Academic Committee after the Soviet Union collapsed. This article straightens out three different phases of college internal management system and analyses theirs components in the three stages in detail. In the last place, it summarizes the charac- teristics of different phases which will provide the experience and methods for China＇s higher education as well as the internal management of colleges.
