| 摘 要： | 结合四川“5．12”地震中桑枣中学2300名师生安全撤离的事例，结合公司当前HSE管理运行现状，提出了如何将“以人为本，预防为主”的原则贯穿到HSE管理实践中。要提高领导和员工对HSE的认识，建立以人为本的HSE管理体系，培养防范意识和强化应急演练，将原有的“事后处理”与“事先控制”的现代管理方式有机地结合起来统一实施。
