| 摘 要： | 西部大开发是党中央国务院在我国国民经济持续高速发展的形势下做出的一项重大决策 ,是邓小平改革开放伟大思想在 2 1世纪的延续 ,也是我国国民经济可持续发展的重要保障。在西部大开发过程中 ,应依据西部自身地域、文化、自然条件的特点走创新的路子。本文论述了在实施西部大开发时创新的必要性 ,重点阐述了观念创新是基础、制度创新是核心、技术创新是重点的思想。
