我国节能 可再生能源专项资金评价

在对我国现有或曾经建立的与节能和可再生能源相关的专项基金、资金调查的基础上,本文描述了各类基金、资金设立的目的、用途和使用效果,并与国外支持节能和可再生能源发展的公益基金作了比较,结合我国节能与可再生能源可持续发展进程中存在的问题,对各类基金与资金的作用进行了相应的评价,最后提出在我国建立节能和可再生能源公共利益基金的建议。

Assessment on Energy Conservation and Renewable Energy Special Fund in China

Based on investigations of existing or once established special fund/capital targeting at energyconservation and renewable energy development, this article describes the purpose, application and effects ofthese funds and capitals usage. At same time, it also makes a comparison with public benefits funds used byforeign countries for carrying out activities of energy conservation and renewable energy development. Whiletaking account of the issues involved in the process of energy conservation and renewable energy sustainabledevelopment, the article conducts assessment on various funds and capitals. And finally, it proposes the rec-ommendations for establishing public benefit fund for energy conservation and renewable energy in China.
