基于广义最大覆盖模型的人防专业队布局研究

摘    要:人防建设是我国国防建设重要的组成部分,针对我国城市现状人防专业队工程建设数量不足、布局缺乏科学性等问题,分析了最大覆盖模型在布局问题上的不足,进而引入广义最大覆盖模型(GMCLP),探讨改进了人防专业队的布局方法。GMCLP模型解决了最大覆盖模型(MCLP)中覆盖度是二元值假设的缺陷,不仅实现了设施点在不同覆盖度下对所有需求点的覆盖,还减少了设施点的数量。用GMCLP模型对实例进行抢险抢修专业队进行布局,结合ArcGIS10.0中的New Analyst功能进行求解。结果表明,GMCLP模型不仅能够不同程度覆盖所有需求点,而且还可以减少抢险抢修专业队的数量,节约政府财政支出。

Abstract:Civil defense construction is an important part of China’s national defense construction. In view of the problem of insufficient quantity and scientific layout of the civil defense team in our country, the deficiency of the maximum coverage model on layout is analyzed. The paper introduces the generalized maximum coverage model, and discusses the way to modify the layout method of civil defense team. Generalized maximum coverage model solves the maximum coverage model defects of the two element value hypothesis about the coverage, realizes the coverage of all demand points in different levels and reduces the number of facilities. Using the generalized maximum coverage model to layout of emergence and rush repair team(ERRT), combined with the Network Analyst function of ArcGIS10.0 to solve. The results show that the generalized maximum coverage model not only can cover all the needs of different levels, but also can reduce the number of professional teams and save the government expenditure.
