黑龙江省水利改革发展顶层设计的初步构想

在2011年7月召开的中央水利工作会议上,胡锦涛总书记、温家宝总理、回良玉副总理在讲话中,均强调水利改革发展要做好顶层设计。依据中央领导讲话精神,探讨了＂顶层设计＂的基本内涵及其在我国＂现实语境＂中的关键含义,剖析了黑龙江省水利改革发展面临的形势与任务,提出了黑龙江省水利改革发展顶层设计体系的初步构想。特别指出,要围绕省委、省政府出台的落实中央一号文件的实施意见中提出的水利管理改革目标,加强水利管理与改革的工作力度,不断创新水利的发展的体制机构。

Preliminary Idea on Top Level Design about Reform and Development of Heilongjiang Provincial Water Conservancy

Secretary General Hu Jintao,Premier Wen Jiabao and Vice-Premier Hui Liangyu individually gave a speech at the central government conference of water conservancy work held in Beijing in July,2011.In their speeches,they all emphasized to carry out the top level design well for the reform and development of water conservancy.The article has probed the basic connotation and the key meaning of " the top level design" in real context according to the spirits of the central leadership speeches,dissected the situation and task faced in water conservancy reform and development in Heilongjiang Province,and has put forward a preliminary idea on top level design system on the reform and development of water conservancy in Heilongjiang Province.
