Fundamentals of Electricity Market Design

In order to create effective and efficient operation of electricity market, it is important to design reasonable market institutions, but market cannot resolve it automatically. This paper categorizes economic institution into four kinds, i. e. property rights to make equality between cost and revenue, the institution reducing transaction costs and redistributing risks, centrally optimizing approaches. Institution has a close relationship with market failure, so it is helpful for the mitigation of market failure, and market failure is not unconquerable. Electricity energy is very special, so it is necessarily to understand the characteristics of electricity markets before the electricity market design. Electricity market design is actually a procedure to apply the four institutions mentioned above to the power system.
