川渝地区高含硫气田开发的HSE保障体系建设探讨

摘    要:高含硫气田的大规模开发在国内尚处于起步阶段,为了有效降低开发过程中的安全风险,建立相应的HSE保障体系很有必要。针对川渝地区高含硫化氢气田特点,结合中国石油西南油气田公司LG气田HSE示范工程建设成果、中国石油与美国雪佛龙石油公司在川东北高含硫化氢气田合作开发经验以及中国石化普光气田开发实践,系统分析了高含硫化氢气田开发HSE标准体系建设需求,提出了从定量风险评价、安全防护距离确定、应急处置程序、环保管理、职业健康管理等方面完善HSE标准体系的建议;另外,根据定量风险评价、三维扩散事故后果模拟技术制订安全规划,设置安全距离与应急计划区,从应急机构与装备、应急预案与企地联合应急演练等方面,提出了应急保障体系建设要求。该研究成果对高含硫气田安全、清洁、高效开发具有借鉴意义。

Abstract:The scale development of high H2S gas fields is still at the initial stage in present China. In order to mitigate the risk in the development, it is necessary to build the corresponding HSE guarantee system. In view of the characteristics of high H2S gas fields in Sichuan and Chongqing area, this paper, in combination with the HSE demonstration project of Longgang Gasfield by the PetroChina Southwest Company, draws some good experience from the joint development of Northeast Sichuan high H2S gas fields by PetroChina and Chevron and lessons from development practices in the Puguang Gasfield by Sinopec. On basis of this, requirements for a HSE standard system for the development of high H2S gas fields are thoroughly analyzed and some proposals for completing such a standard system are put forward in many aspects, such as quantitative risk evaluation, safeguard distance determination, emergency handling procedures, environmental protection management, occupational health administration, and so on. On the other hand, according to quantitative risk analysis and accident consequence 3D simulation, security planning is worked out, the safeguard distance and an emergency planning zone are designed, and some requirements for the construction of HSE emergency guarantee system are presented herein from many aspects like emergency department and equipment, emergency response plan, and joint emergency rehearsal by a local government and an enterprise, etc., providing reference for safe, highly efficient, and environmentally friendly development of high H2S gas fields.
